





MEET JACKIE
Proven Conservative Leadership, Citizen Representative
​Jackie is a lifelong Republican, conservative, and 28 year resident of Cecil County. She graduated with honors from Liberty University, has a Master’s Degree in Education from McDaniel College, and worked in the education field for twenty-three years. In 2009, she founded the Cecil County Patriots, a local grassroots organization that focuses on limited Constitutional government and fiscal responsibility. As a member of the Executive Committee of the Cecil County Patriots, Jackie assisted in organizing events to benefit our military, was a key researcher and writer, led efforts to protect local autonomy and property rights, and worked to promote more efficiency in government and less taxes, and to educate and engage the public in civic involvement. She has continued to support these ideals while serving on the Cecil County Council for the last seven years.
Jackie is the current President on the County Council. As a council representative, Jackie serves on the Early Childhood Education Committee, the Childhood Advocacy Center, the Upper Shore Regional Council, is the Vice President of the Rural County Coalition, and is the county representative to the Maryland Association of Counties.
Jackie resides in the Elk Neck Peninsula with her children.

FREEDOM
As a Constitutional conservative, I pledge to protect our liberties including the 2nd Amendment and property rights. Our state legislature often does not represent our rural, conservative values, and too often our needs are disregarded in Annapolis through unfunded mandates and laws that further erode our basic freedoms. Your local government is the first and last line of defense of the rights delineated in the Constitution. I will continue to fight for our essential freedoms as your Council representative for the next four years.
WHERE JACKIE STANDS ON THE ISSUES
JOBS/ECONOMIC GROWTH
During my time in local office, I have supported economic growth through infrastructure development, such as broadband expansion in rural areas in addition to utilizing state programs to encourage businesses to locate in our district. As we move forward, we need focus on bringing higher paying jobs in the professional, technical, and manufacturing sectors. Our agricultural sector is vital to the economic prosperity of Cecil County, and our farmers, like our other businesses, should be protected against burdensome regulations that stifle growth.
FISCAL RESPONSIBILITY = LOWER TAXES
Guarding your tax dollars and ensuring they are used wisely has been my top priority as your representative. As a local representative for the last seven years, I have stood against wasteful spending and fought against tax increases proposed under the prior county administration. Under the current administration, I have voted to support both property and income tax cuts as well as a historic 20 million dollar tax rebate. I am looking forward to voting for more tax reductions in this year's budget. As a middle-class working mom, I understand what it means to budget for a family, and I recognize that your tax dollars are a precious resource that should be treated with care and respect. I will continue to protect your tax dollars.
PUBLIC SAFETY
A safe community for is essential for families and businesses to thrive. Combatting the opioid crisis must continue to be a top priority as it affects every facet of our community. Education and prevention is the key to overcoming the battle against opioid addiction. Thanks to our great community partners and the institution of the Opioid Prevention and Overdose Response Team, we have made significant progress in reducing opioid overdoses and deaths over the last four years, but we have much more work to do. Our first responders must continue to be provided the tools and resources they need to protect our community. Our law enforcement officers need our support and should be provided with the resources they need to effectively do their job. I was happy to support pay increases for all public safety personnel, including law enforcement, which made our local public safety salaries competitive with surrounding jurisdictions.
EDUCATION
As an educator for 23 years, I know the value of a good educational system to a community. A good education has the potential to be the equalizer of mankind. It is the key to a free society and prepares our children to be community members who can exercise citizenship and be independent as adults. Keys to a good educational system are:

Over the next few years, we will continue to face challenges in our local educational system. While the Blueprint will cost billions, it fails to address fundamental issues in our education system. Local control rather than state mandates is key to an educational system that serves the community effectively. We also need increased accountability and improved outcomes from our school system .
